Senator Dick Black’s bill that would allow concealed carry of handguns without a permit has made it through the Senate Courts of Justice committee. SB 1440 went through the committee on a 9 to 6 vote. Senator Black’s bill SB1362 which allows active duty military personnel over the age of 18 to carry a concealed weapon in the Commonwealth also passed the Courts of Justice committee by the same 9 to 6 vote.
Of course the McAuliffe administration opposes these bills.
House bill 1582 allows active duty service members, and those who have left the service with an honorable discharge, between the ages of 18 and 21, to apply for a concealed carry permit has passed the House of Delegates on a bipartisan vote of 78-19.

Never bothered me or others.
Most men who carry are responsible.
It is the poo baby man that carries his firearm on his hip in public and appears to be physically uncapable to retain physical possession of it.
Carry it and hide it, don’t compromise the people around you.

I am a supporter of the Senator.
He appeared to understand the issue of illegal employment and the questionable characters it employees.

Well there are good men and then there are good men to stay away from.
Senator Black is a Representative of quality.
The Governor won’t sign any good gun-related bills and I doubt we have the majority needed for a veto override.
So frankly this is all a big waste of time.
I am not too sure about this legislation, and (GASP!) I tend to agree with Old Redneck. Sure, 18-21 year olds can carry firearms overseas in combat environments, but that is in a controlled environment, with plenty and I mean PLENTY of restrictions and supervision. It was called unit SOPs and the chain of command. I was an Army officer also, and I would not want some of the 18-21 year old soldiers who served under me being allowed to carry weapons on the streets. No way. Too many are immature.
Excuse me, but this is dumb legislation that needs to die.
Now, before you clowns start calling me a “gun grabber” and other nonsensical crap, let me point out:
— I’m 72
— My first firearm was a single-shot .22 given to me at age six by my old granddaddy who told me to keep the squirrels out of his pecan trees
— I served 28 years as an Army infantry officer. I’ve probably fired more ammo than everyone who frequents BE combined.
— I hunt . . . I hunted men in Vietnam. In the States I hunt whitetail deer, mule deer, antelope, moose, elk, black bear, quail, pheasant, grouse, waterfowl in VA, WV, TN, MS, GA, LA, SD, ND, MT, AK, NE, KS. . . and groundhogs in my back yard
— I hold concealed carry permits from VA and TN
— My firearms of choice are: Weatherby Mark V Deluxe .30-06; Remington 700 7mm; Beretta Silver Pigeon 12-ga
— My two gun safes hold the usual assortment of autoloaders, double-barrels, bolt actions, etc.
— There’s a S&W 1911 .45 under the seat of my truck.
I do not want wife beaters, girl friend beaters, assholes with restraining orders against them, meth heads, pot heads, and similar cretins carrying firearms, concealed or not. Current laws do their best to prevent these dangerous people from packing heat. Yes, I know current laws aren’t perfect but if a single nutcase is prevented from carrying a firearm that he uses to settle a road rage argument, then, it’s a good law.
HB 1582 is redundant. I got my Virginia permit by simply producing my DD214 . . . discharge certificate . . .honorably discharged former service members can already receive a carry permit.

The point of the bill is to allow 18, 19, and 20 year old service members to receive a carry permit.
Way too long. Were you under 21 when you were discharged and got your permit to carry a gun? The bill addresses men and women who are between 18 and 21.
Red, thank you for your service. That said, your thinking reminds me of the arguments every state encountered before enacting “shall issue” concealed carry laws. The fact is, about ten states have passed “Constitutional Carry”. There has been no rash of folks in those states using their firearms I appropriately.
