I could have been — for the largest part — Minchew’s own undoing. He’s been — for the largest part — a squish, and perhaps conservatives didn’t see the point in preserving his liberalism. As I recall, Minchew voted for a “Transportation Bill” back when McDonnell was Gov., because it held more pork than transportation fixes, and gave the excuse that then-Delegate Sherwood (R-29) told him it was a good bill. As it was, Sherwood was acting as a liaison between the House and Senate at the bequest of House Speaker Howell, and was told by Howell to add whatever pork either side wanted to get the votes needed to pass. Howell — a “Republican” — sneakily introduced the possibility of Medicaid
expansion in Virginia, because that’s what it took to get enough votes to get that lard luau passed. At $6.1 billion and containing $3.7 billion in pork, Howell’s bill became the largest tax increase in Virginia history. Buried within its 582 pages was this: “The Department of Medical Assistance Services shall have authority to amend the state plans for medical assistance under Titles XIX and XXI of the Social Security Act, and any waivers thereof, to implement requirements of the federal Patient Protection and Affordable Care Act.” As we woefully wave goodbye to Randy as he’s replaced by another liberal, we have him to thank, in part, for the possibility of ObamaCare’s Medicaid expansion to 400,000 in Virginia.
