Delegate Dave LaRock is the Chief Patron of a bill in the House of Delegates that would ban abortions after 20 weeks gestation.  Delegates Richard Bell, Mark Cole, and Nicholas Freitas have also signed on to HB 1473. A summary of the bill reads:
Pain-Capable Unborn Child Protection Act; penalty. Creates the Pain-Capable Unborn Child Protection Act (the Act). The Act prohibits an abortion after 20 weeks’ gestation unless, in reasonable medical judgment, the mother has a condition that so complicates her medical condition as to necessitate the abortion to avert her death or to avert serious risk of substantial and irreversible physical impairment of a major bodily function. When an abortion is not prohibited post-20 weeks’ gestation, and if the woman elects to have an abortion, the physician is required to terminate the pregnancy in a manner that would provide the unborn child the best opportunity to survive. The bill punishes performance of an abortion in violation of the Act as a Class 4 felony. The bill also provides for civil remedies against a physician who performs an abortion in violation of the Act.
Details of the bill here.Â
Governor John Kasich has recently signed into law a similar bill in Ohio.Â
Thank you to my Delegate, Dave LaRock, for introducing this important bill in Virginia. Let’s make this law in Virginia!
More on the story here.Â

And here is the link where Kasich vetoed the heartbeat bill;

That’s President Kasich
A little research on this bill reveals that the same text is showing up in numerous other states. I want to know if this is coming from ALEC. This text is not the making of LaRock. I also want to know if tax payer money has gone to sponsoring LaRock’s membership in ALEC.
Because Baby.
Ignore the nonsequetor comments; let’s get back on track. How “brave” of Virginia to draw the line of slaughtering pre-born babies at 20 weeks. And yes, that is sarcasm.
It was earlier this week, Iowa or Ohio, passed the heartbeat bill – banning abortions after 6 weeks. Bravo! Now THAT’s taking a stand for life. Take note, Virginia – in matters of morality, it’s best to strive higher than the wimpy, “safe” ground.
If you are going to use words that are over you intelligence level, please at least learn how to spell them first. It’s non-sequitur, not sequetor.
Abortion is settled law. Quit sticking your nose in other people’s bedroom.
I grant you it has a lot of public backing, but it’s anything but settled law.
If it was settled law you wouldn’t feel the need to defend it.
“Quit sticking your nose in other people’s bedroom”
Quit insulting people.
Abortion is settled law. The Republicans pull this BS out of a hat every year because they don’t want to deal with jobs and the economy.
Her comment is not true, it is a lie,
Total B.S.
It’s funny how people like to say everything is “settled” when its currently how they like it.
Take this gem for instance …
In 2013 when the white house got irritated because of the constant challenges to the ACA law they tweeted out three words, then a picture of the President’s signature on the law.
It’s. The. Law.

Yeah.
We’ll see how much of a law it is in a month or few, won’t we.
I am glad you brought healthcare into the mix!
Using your lame brain logic that raising minimum wage would cost us jobs. Then, let’s put people to work by lowering everbody’s pay. Let’s lower the price of healthcare, and increase jobs in healthcare by lowering doctors/nurses pay. If lowering minimum wage works to keep people working, then let’s lower everybody’s pay to keep everyone working.
Let’s lower your pay to put people to work doing what you do.
I didn’t say raising the minimum wage would necessarily cost jobs, I said it would make certain jobs untenable.
Did you know that if you go to a grocery store in many countries the person who bags your groceries puts them back in your cart, takes them out to your car, and loads them into your vehicle ? Back in the day that was a job that a lot of young people did for tips in the U.S. Minimum wage and child labor laws stopped it, now people take their own groceries out to their car and don’t even know that someone used to do that.
Now, you may like living in a world where you take the groceries out to your own vehicle, or you may not, but the point is that it was a job at one time, and it would probably still be a job if it were possible.
You talk about lower wages, but some jobs simply aren’t worth a higher minimum wage. Fast food, as an example, that’s basically a fancy lemonade stand, and it was once a job that kids did to earn gas money and so they’d have money for movies and dates. Now you have political parties insisting that you have to be able to support a family working in a fast food restaurant, complete with health care.
Again, why are you sticking your nose in what those who work at a lemonaid stand are paid? What makes it your business?
WTF ? Sticking your nose into what lemonade stands pay is what you’re doing by trying to mandate what they pay their employees. NOT sticking your nose into it would be letting the employer and employee decide for themselves.
What makes it YOUR business ?
I could care less what people decide among themselves, you’re the one who wants to use the power of the government to force something on free people.
How far we’ve come when leaving people alone is tyranny.
What makes it my business? I’m so glad that you asked that;
1) Exporting jobs to communist China, Mexico, Israel, and illegally importing cheap, illegal labor, are about as far as one can get from letting employee’s decide anything.
2) Crooked trade deals are not free enterprise.
3) You keep dancing around the fact that government/the taxpayer has to provide for minimum wage workers with food stamps, welfare, and healthcare.
4) You are obviously drunk on Limbaughism. You sound like another one who cannot use the bathroom with out permission from Limbaugh.
The Chief Justice says Roe is settled law;
http://www.ontheissues.org/Court/John_Roberts_Abortion.htm
What does Row v. Wade have to do with it ? The law cited in the OP’s post is about stopping abortion after 20 weeks, which is a law that exists in many states. Maybe you need to go read Row v Wade.
Maybe you need to talk to the majority of women and see what they want to do.
Or maybe we could poll everyone and see what they want to do.
Oh, wait, we do that, it’s called an election.
If you are going to use words above your intelligence level, please learn to spell. It’s Roe, not Row. This ain’t about boating. Please try to keep up.
Republicans have three issues to play on the potential voters they are abortion , gun rights and gay marriage. These are the only cards in their deck and yes when it comes to employment; protecting legal Virginia jobs, American jobs,or having an environment that is conductive to entrepreneurship they are “just” mere Jokers lying around in the rest of the deck of cards and cards they are.
Exactly. They cater to stupidity with a fascade of righteousness as their Trojan horse, while they rob the poor and now the US Treasury. Being in bed with communist China isn’t enough for Republicans, they now want Putin under the sheets with them.
The Senate will probably swing Republicans ASAP. Republicans raising the price of gasoline, healthcare, student loans will ensure that. Trump will be one and done, and the country will swing back to the other evil, Democrats.
Hopefully, the courts will stop this back and forth BS.
It will be interesting to see which Republican candidate gets the nod for governor.
Look, I gave up on DPOR about 12 years ago. You are wasting your time. It’s an employment “device” for the underachieving, and a cronies club for campaign staff.
My problem is not with the DPOR but with the Virginia Employment Commission auditors, Virginia Employment Compensation Act and with the politically appointed Commissioners of the VEC and the Department of Commerce which runs DPOR and lets not forget with the complicit obstruction of justice displayed by Governor McDonnell and Attorney General Ken Cuccinelli under their time in office by not allowing these cases to be seen by The Board of Contractors or their prosecutor. Governor McAuliffe is presently doing an excellent job with the employee misclassification task force , the interdepartmental communication is so good of these violations and violators that it is the sole cause of proposed bill SB483. My tenacity on this issue will not go away. Republicans may have many donations given to them and yes the employment of illegal immigration untaxed is all in their hands a $250 or $500 donation from various home builder associations only carry them so far. So RR3 , would you agree that if your uranium mining was allowed in Virginia it would be pulled out the ground by misclassified employees, illegal aliens that are untrained, just ass the untrained unlicensed subcontractors that are performing shoddy construction all over Virginia. I’m tired of my licensing fees being used to reopen rest areas this money is to be used for investigations. If Republicans need to add Revenue to Virginia’s general fund then by God end payroll fraud. The elected simpletons always go after the low hanging fruit and on those branches it’s getting mighty bare it’s time to move the payroll fraud up to the General/Prime Contractor. If you only seen what was in my file , frankly I don’t understand why the Fraternal Order of Police endorses these yahoos.
I apologize for this off-topic comment, however, this is important . . . far more important than a useless piece of legislation introduced by an inconsequential Virginia delegate.
You will recall that a few days ago a Chinese Navy vessel seized a US Navy underwater drone in international waters near Subic Bay, Philippines.
Donald Trump has now responded . . . he tweeted “We should tell China that we don’t want the drone they stole back . . . let them keep it.”
I hope you republican jackasses are proud of yourselves for electing this ADHD, psychopathic, lying bully.

Breaking news; this just in: There were TONS of cross-over democrats who voted for Trump. An inconvenient truth to counter your insult, sure.
Many of them were in Pennsylvania, Wisconsin, Michigan and Florida.
You may call them Democrats
now ,today. You will want these voters come November.
Many working class families supported Trump something Republicans fail to capture time and time again without using abortion , gay marriage or our gun rights. When will candy a$$ bought and paid for Virginia Republicans enforce existing Virginia law
( Va Employment Compensation Act or Statute 54.1-1100) and stop classifying illegal aliens and unlicensed contractors as bona-fide independent contractors as
Ken Boobanellie an Bob McNugget did. Remember Bob for jobs , Yea jobs for illegal aliens. It is proven that NOVA Republicans cost Trump Va. So for you now is the perfect time to call Trump supporters Democrat just because we are safe from Clinton. Yes I said it ” candy a$$ republicans” don’t enforce existing Va law when elected. Duh what was the purpose of licensing day cares last year , just feel good legislation I expect.
When will the other Trump voters like you become Pro-American not just Republican. The only party that I am beholden to is the American Party , it is great to be free and not be bound by complicit corrupt people in a political party.
The Independent is the only man that knows freedom.
Probably more relieved than proud.
The governor will never sign it. It’s a waste of time.
Now, how about a bill raising minimum wage to $15.00 per hr. in Virginia? This would get millions of people off food stamps and welfare, and end the back door corporate subsidy. For those who say it would cost us jobs, why are you not complaining about communist China, Mexico, and Israel costing us jobs?
An idea that common sense overrules in the favor of numerous small businesses that would be forced to close.
So, your common sense tells you that that numerous small businesses would be forced to close were it not for the government subsidizing those who work for minimum wage with welfare and food stamps?
Should a business be allowed to stay open if it cannot survive without government subsidizing it via welfare and food stamps for its employee’s?
Why are you not crying for the millions of Americans who lost their good paying job to places like communist China, Mexico, and Israel? And now, the government has to subsidize their employers in their now minimum wage job.
US taxpayers are subsidizing WalMart and McDonald’s workers to the tune of $153 billion per year, including state and federal benefits because of their low salaries.
https://www.washingtonpost.com/posteverything/wp/2015/04/15/we-are-spending-153-billion-a-year-to-subsidize-mcdonalds-and-walmarts-low-wage-workers/
Yeah, let’s just put them out of work completely and then they will need even more government largess. Yeah, that’s the ticket.
No, it would put thousands of Virginians out of work and close thousands of small business just as it has in Seattle.
That is not what has happened in Seattle.
http://www.washington.edu/news/2016/07/25/minimum-wage-study-effects-of-seattle-wage-hike-modest-may-be-overshadowed-by-strong-economy/
How about either substancating your claim about thousands of small businesses have closed in Seattle due to a small increase in minimum wages there?
Everything I read says Seatttle is right now experiencing an economic boom. Is this Seattle economic boom due a $1.50 per hour increase in minimum wages?
Or, are you going to let your comment stand as a “fake news” comment?
Economically speaking, there is no such place as Virginia. The per capita income in Arlington County is $57,724. If a pizza goes up in price by $1 because the minimum wage was raised to $15 per hour people would still buy those pizzas. In Dickenson County the per capita income is $16,278 (or, $7.82 per hour for full time employment). Unemployment in Arlington is 2.8%. Unemployment in Dickenson is 9%.
The so-called living wage in Alington County (for a single adult) is $14.35 per hour. The living wage in Dickenson County (for a single adult) is $9.82 per hour.
A state – wide minimum wage of $15.00 per hour is an economic hallucination.
When the cost of welfare, Medicaid, and food stamps are calculated into what a person is actually paid who works for minimum wage, how much are they really making?
Can you not understand that the difference is that minimum wage workers are receiving compensation from the taxpayer, in addition to their minimum wage? This taxpayer compensation is nothing more than subsidizing the companies who pay minimum wage.
It’s no coincidence that the same people who do not want an increase in minimum wage are the same people who embrace the expiration of our jobs to communist China, Mexico, and Israel plus the continued importation of illegal immigrants from down south and everywhere else.
If you are going to use words that are over your intelligence level, please at least learn how to spell them first. It’s exportation, not expiration.
I apologize to the rest of the forum for that lame remark, but RR III said the exact same thing to someone earlier in the thread because the person made a typo.
RR III actually did it TWICE. It’s a device he uses to deflect.
But Seattle deserves it
I suppose that you have not heard of the low wage workers in some higher minimum wage states, who have asked that their hours be cut so that they can retain some of their welfare benefits. In a free enterprise society, wages are a commodity traded to employers for pay. Workers are free to sell their labor to the highest bidder. When the government tries to micro-manage free enterprise, there are always negative, unintended consequences. Many of the 1.7% minimum wage workers are teenagers on their first job.
In a “lawless society” such as ours, American workers have their bargaining rights with employers taken away by employers who hire illegal immigrants, and by a government that refuses to enforce the rule of law that they themselves created.
Also, a “free society” does not sign trade agreements such as NAFTA, or TPP which prevent free trade. How is America a free society, when it costs us a 22% tariff to export a pick-up truck to Europe?
Raising the minimum wage wouldn’t eliminate employers hiring illegal aliens. Some strict penalties on employers would.
That is not my point, and you know it.
Lobbyists with checkbooks will never let that happen.
You do understand where PAC and campaign cash comes from don’t you?
Here’s a hint for those who don’t. Campaign and media advertising dollars all come from the same source.
Micro manage as you say ; that is when AG Cuccinelli , Governor McDonnell , Commissioner Cheng , Commissioner Broadway and Commissioner Malauvx allowed illegal aliens to works as groups of unlicensed contractors working on Va State job sites and constructing new homes. Republicans know how to assist corporations and bolster their contributions by driving down wages through payroll fraud.
All that raising the minimum wage to 15 dollars will do is make everyone want it to be 20 dollars. Oh, that, and also making any job that can’t pay 15 dollars an hour obsolete, and there are PLENTY of jobs that nobody does anymore because nobody will pay a person minimum wage to do them.
Simple truth is, if you can’t make it in America, as it is now, you just can’t make it. People all over the world strive every day to get 500 dollars a year, they can’t imagine a world where someone could get as much as America gives away in food stamps, even if they worked for it, much less for free.
We have the most entitled “poor” people in the world. Poor in America means you have to drive a used car instead of a new one, eat food with gluten in it, use a play station 3 instead of the 4, and recharge your cell phone instead of having it bill to your credit card.
So, it would be sorta like those hedge fund managers who make $ 4,000,000,000 per year, and now want $5,000,000,000. The ones who purchased their own tax loophole from our government to give themselves lower taxes?
No, the “simple truth” is you do not have a clue about the plight of the poor, or middle-class in America or anywhere else.
**rolls eyes**
Dude, I bet you’ve never seen the outside the suburbia.
Did you complain when Congress gave hedge fund managers a pay raise by lowering their taxes? Why are you sticking/complaining your nose in the business of those who work for minimum wage, in their attempt to lawfully lobby Congress for a pay raise, just as hedge fund managers who made over $4 BILLION in one year did?
Do you work for minimum wage? Who gives you the right to suppress their lawful interests in seeking higher compensation by whatever legal means available?
Right, like I said.
Tell us all about it when you actually meet your first poor person.
Edit, one of these days all these people who are living in the city and are SO SURE OF THEMSELVES are going to wake up and realize, wow, Democrats live in the richest part of the country, and don’t know jack &^%$ about the people they profess to be helping.
News flash, the people you think you’re helping are voting against you, because you’re screwing them over.
Don’t be badmouthing the golden rule, they bought that loophole fair and square!
But who was the lobbyist or were the people that facilitatED those loopholes?
If they were to take on the task of our Employee Misclassification Legislation in Va. and do it without ( knowingly making ) loopholes it would raise wages in the State without people being paid 15.00 an hour on a mandated minimum wage increase. No ,RR3 Va Republicans lack the moral and testicular fortitude to combat payroll fraud , they will never give on wage increase. They can be call out on their lack of integrity to combat corruption when the are part of it.
1) Corey will sign it in 2018.
2) $15 min wage or much more than now gets us automats.
3) We are complaining.
If I was McAuliffe, I’d sign it.
In case you don’t remember, the voters in Virginia rejected the Trump doctrine in November. How do you think you can now win with Corey , when Corey was Trump?
250,000 votes short.
Good point. Perhaps this time around the VA GOP will decide there is value in winning. Corey wins in less than friendly districts — the others, notsomuch.
