1) A driver privilege card is a driver’s license for non-US citizens. It gives Virginia residents who are not citizens the opportunity to be a legal driver, without requiring proof of legal presence or U.S. citizenship.
This is a special driver’s license for immigrants (documented & undocumented).
2)Honorable Delegate Rasoul has specifically added “immigrant” to his legislation (HB836 above).
With these special designation in legislation (HB836) combined with Va. Code § 46.2-328.3 it dictates that Honorable Delegate Mehta amend HB440 so as to include immigrants (as done with HB836) , to also add the suspension of the drivers license privilege card for immigrants.
I can’t help but believe that the Honorable Delegate to apply equitable enforcement within child support obligations and penalties applied to all residents of Virginia.
At this point Virginia cannot pass legislation that penalizes just some of its residents for lack of parental and financial responsibilities to children.

We must appeal to the women Delegates of Virginia when Legislation is submitted that provides loopholes for parental obligations for some while turning a blind eye to a chosen number of others.
