As the debate plays out over Governor Glenn Youngkin’s tax restructuring plan, which includes $1 billion in tax relief over the next budget biennium, rest assured that the opposition party will attack it as a heartless attack on poor and marginalized Virginians with their illimitable unmet needs. In that context, it is worth remembering Virginia’ slow drift from a lower tax/high-growth state into a high tax/slower growth state over the past three decades, and asking if the higher taxes have made life any better.
According to the Tax Foundation, state and local taxes took 12.5% of Virginia’s net product in calendar year 2022 — the eighth-highest percentage among the 50 states. Within living memory, Virginia’s tax burden was in the second-to-bottom quintile. Today we’re in the top quintile. We’re now officially a high-tax state.

The transformation has been fairly sudden. In 1977, the state/local tax take was 11.4%, but a succession of growth-minded governors and legislators pushed it down to 9.7% as recently as 2015. Then taxes went into reverse. State/local taxes rose to 10.9% of the economy in 2019, and 12.4% in 2020, where it more or less stabilized.
The rest of the story is familiar. Economic dynamism has slowed. In the 1990s, the Old Dominion could boast of one of the fastest growing state economies in the country. Today, despite high “best state for business” rankings, we’re in the middle of the pack.
If the rising tax burden had been accompanied by an improving quality of life, the tradeoff of higher taxes for better government infrastructure and services might have been worth it. But does anyone think that Virginia government is delivering more today than it did 30 years ago? Maybe yes, if you’re a beneficiary of Medicaid expansion. But are the roads any better? Has traffic congestion eased? Are the schools better? Is crime down? Has housing become more affordable? Has the general cost of living improved?
Not that I can see. You can ignore me — I’m just a cranky old man. But people are voting with their feet. In the past decade and a half, Virginia has gone from a state that enjoyed domestic net in-migration — more people moved in than moved out — to a state that has been leaking population. We’re not an exporter of talent on the scale of a New York, Illinois, or California, but if we maintain the same tax trajectory, we’re heading in that direction.

D’Marcus, I have no idea what you’re talking about. I’m no fan of amnesty. I’ve always supported strong borders and tight controls against illegal immigrants. Look at the huge population of English-as-a-Second-Language students in our schools. Illegals impose a huge fiscal burden on the rest of us.
I am sorry James. I thought you were one of the Bearing Drift gang who were pushing the amnesty back in the first part of the decade when Bush was making it a policy inititiative. It was veiled in the guise of “comprehensive immigration reform” which was nothing other than an amnesty.
As you recall Shawn Kenney wrote an article there “Drive the Nativists out of MY Party”. He and his union lawyer buddy, Schoeneman attacked the owner of this blog Jeanine as Racist in Chief etc…
Bearing Grift to this day has never ever wrote an article advocating immigration control as I suspect that the people who they wish to make money from (corporations) frown upon border control..

I am a builder and if I chose to do like others in Virginia I can hire as many illegal aliens as I desire and issue them a 1099. They won’t file tax returns nor do payroll deductions for their “employees” as to be compliant with Va Tax laws (and more).
In 2022 Governor stepped in it and signed now it’s his to own.

Now the wonderful Republican Governor says he can create 30,000 jobs by taking tax dollars from legally employed Virginians to build a playground sports complex for the needy sports entertainment industry.

Why didn’t the wonderful Governor Youngkin reject this bill until it was written with a requirement for the General Contractor employing his “independent contractors” to submit their VEC account number along with the certificate of liability and workers comp.?

Now that we have a complete calendar year since your law was implemented Virginia must know;
How many licensed contractors sub contracted work to “independent contractors” ?
How many of those “independent contractors” had a VEC account number so as to be a participant in the W2/W4 wage system which requires them to file quarterly form Va Dept of Taxation Form Va-5?
For ten years I have posted here about Unlicensed Contractors. The contractors license was to hold the contractor accountable to be compliant with many Virginia laws;

Workers Compensation
And OSHA
By the wonderful Governor signing this legislation he might as well opened a can with a springy snake to jump out.

Government is the Problem and in this case the legislative and executive branch are responsible for this problem.

People from NYC have been moving to places like Harrisonburg for the lower taxes and property costs. Cali did the same years ago to places like Portland and Seattle. Therein lies the future of Virginia.
