Virginia Beach dream of a $29 million homeless shelter to become a reality.
It will replace the Lighthouse Center, across from the Convention Center at the corner of 18th Street and Washington Avenue. The Lighthouse site – which will become a parking lot – is also near the future home of an 18,000-seat sports and entertainment arena on track to open in late 2018.
