Former Governor McDonnell Even More Likely to Report to Prison. Today, the Fourth Circuit Court of Appeals denied Former Governor McDonnell’s request to stay out of prison pending appeal. This leaves McDonnell with a long shot Supreme Court appeal and request to remain free pending appeal. When he lost before the Fourth Circuit three Judge panel his fate was all but sealed. Things are not looking good for the Governor.
